I don't know how strongly they will guard Goa, but if there are really plans for a large bombing BECAUSE they know there will be lots of foreigners, then your best guess is to AVOID that place and the large gatherings.
If you are in a small resort off the beach and not dancing around in hippy clothes with 10,000 other hippies in the biggest gathering of foreigners on Goa beach in new years fireworks, then you might be more or less safe. If joining such a group at this date, have your last will made, wear badges around the toe, and deposit some DNA material in advance. Sorry to be blunt.

They will rebuild the hotel, it's a pretty recent building compared to the mausoleum.

I hope the Taj had insurance to rebuild. Again, what a shame for such a great work of art to be attacked by terrorists. It's almost like the door being broken down at Wal Mart so people can buy thier stuff first. That was a horrific even as well. Now Wal Mart has to get that door fixed. Hope they had insurance too.
