I have seen somethings like what's described.

I had a former instructor who could throw chi, as described a very, very short distance only. He did a demonstration on me once, brushed his hand just in front of my face and it dazed the heck out of me, felt like I got hit by a maul, I was dazed for a good hour or two.

I would agree that if one has the ability to do things like that, then it might be possible in a close range scenario, but anything beyond a foot is most likely fantasy.
