Ah yes, i did come accross him while searching after my post. I don't think there is anything paranormal about qi, i think it just a metaphor for natural occurances

I have never got a 'shock' whilst doing qi gong (not yet anyway). Tingling is normal, I dont think its chi though, I believe it has something to do with increased oxygen in the blood, but I cant remember to be honest. The feeling I am talking about is kind of magnetic, it feels like their is some resistance in the air, like you are moving your hands through water (except without the wetness).
