I have come from the realm of bad chi with a few experiences and am in general agreement with Mei. Now I will answer my own questions:
1>Yes, but its generally inadvisable due to the effects you experience
2>I would say no, its best to think of it as trying to shock someone with static electricity and they are holding onto metal (at best you both get hurt, at worst you get hurt)
3>Depression, Pains all over, A serious lack of energy, and in some serious cases you can black out
4>Its like you can never be happy again and you ache afterwards
5>Static electricity example
6>It is most likely to be used for purposes other than healing which could be construed as evil

8>you imagine a dark room and what exists inside it and then recollect every thing that scares you most being inside it OR go into a dimly lit room and look into a mirror, close your eyes until they are just barely open and look into the face of your reflection (make sure to have a switch to a very bright lightsource on hand because it gets out of control if you do it right (the imagination plays a role in this one))
9>not as much as it negates you
For the mirror example I turned on the light (I was in my bathroom) and blacked out after grasping for something to hold onto. 2 minutes later I regained consiousness in the bathtub and was in a little bit of pain.
With that in mind, Dark Chi sux bcos it costs too much on the body to be of use.
