It's not that you can't say anything. It's just that you can't put anyone down, including yourself. It's an exercise one of my students uses with people he volunteers with, and I found it very powerful. I found I usually wanted to put other people down when I was feeling insecure about something. Pretty cool stuff.

Your quote is from Book 5 of the Tao Te Ching, 'The Conduct of Life'. My favorite Tao Te Ching translation is one my teacher in Taiwan turned me on to: 'The Wisdom of Laotse' ISBN 957-09-0881-5 It's in two volumes and has the Chinese beside the English. This version of the translation then pulls from Chinese scholars discussions on or works associated to each passage. In the case of this one, there's a story from Confucius, for example.
From 'The Wisdom of Laotse':
47. Pursuit of Knowledge
Without stepping outside one's doors,
One can know what is happening in the world,
Without looking out of one's windows,
One can see the Tao of Heaven.
The farther one pursues knowledge,
The less one knows.
Therefore the Sage knows without running about,
Understands without seeing,
Accomplishes without doing.
