The "What's Going On" box on the main forum page can be displayed at the bottom of the forum (default) or at the top of the forum.
If you would like the "What's Going On" box to be displayed on top, go to
User CP and click on Edit Options on the left nav bar.
Look for the section labeled "Thread Display Options" and you will see your choices for displaying the "What's Going On" box.
