If you want to get smaller overall, eat less.
If you want to tone up, eat the same amount but do a lot of cardio, which in turn drops your bodyfat down.
If you want to build muscle, eat a diet consisting of a lot of protein. (Fish, cheese, egg whites, meats) With this method, you gain weight, but get more muscular.
My current diet is the last one mentioned, I eat a lot of chicken and vegetables. Since starting on this diet, I've gained about 7kg (14lbs) in weight, so I've gone from 65kg to 72kg. However, my muscle definition has improved drastically, and I look much more defined. I'm around 5'11 (177cm) tall.
ChuanFaChick mentioned the workout before breakfast thing. This is actually a good method of training, because you are burning the stored energy instead of what you have just put in. Bodyfat = stored energy. This is why people who eat lots of food but do no exercise get fat, they're storing energy up that they never use.
Now, about carbohydrates. Basically, eating too many will give you too much energy, and your body will start storing it all (Your bodyfat will go back UP) So wherever posssible try and avoid eating too many.
Something to watch out for, is that your diet might be counter-productive. If you eat very little protein, yet do large amounts of exercise you're actually going to wear your muscles away and have nothing in your body to rebuild them again.

Additional Comments: I wen get dis recipe from DJ, da Poi Boy, Molehu's son. He wen fix um foah da 4th Annual Pacific Northwest Mini-Gathering in Tacoma, WA. Da buggah stay broke da mout'!
