That was in the 50s and 70s. I think Mao legalized it, and then it was reestablished when the cultural revolution has been over. It was still regulated much by the commitees, but in smaller circles, the inofficial continued. Ma Yueliang has been arrested, and got rehabilitated by him working and helping doctors in a clinics with TCM, although being just assigned as cleaning personnell. That must have been around 1960.
